PPOTODA – Malang, bertempat di Ruang Pertemuan Lantai IV Rektorat Universitas Brawijaya MPR-RI Gandeng PPOTODA Kajian hubungan Pusat dan Daerah pasca penetapan UU Cipta kerja dan UU HKPD. Kegiatan ini dihadiri oleh Narasumber antara lain Dr. Nurudin Haddy, Rohman Budianto dan Bahrul Ulum Annafi. Dalam sambutan Ketua PPOTODA Ria Casmi Arrsa menyampaikan bahwa perkembangan politik dan hukum ditengarai telah mempengaruhi terjadinya pola konfigurasi hubungan pusat dan daerah yang sejatinya sudah terstruktur dalam konstitusi sebuah negara Kesatuan. Kedudukan Konstitusi sendiri merupakan “character of nation”  yang membawa cita-cita, gagasan, konsep dan ideologi sebagai dasar susunan dan sendi berbangsa-bernegara. Bagi bangsa Indonesia cita-cita Kemerdekaan Negara Republik Indonesia kemudian menjadi konsekuensi logis akan dikenal dan ditemukannya suatu konstitusi sebagai dasar pembentukan suatu Negara, serta dalam rangka menyusun dan menyatakan diri sebagai suatu Negara dalam bingkai Negara Kesatuan Republik Indonesia atau dikenal dengan sebutan NKRI. Dalam perkembangannya Hubungan Pusat dan Daerah yang didentifikasi terlah beralangsung sejak desentralisatie wet 1903 yang ditandai dengan pola dominan sentralisasi. Banyak kemajuan yang dicapai kendati demikian dalam implementasi baik pola dominan sentralisasi, dominan desentralisasi, pola keseimbangan/equilibrium dan pola efektifitas dan efisiensi ditengarai belum memberikan dampak yang signifikan bagi kemajuan pembangunan di Daerah. beranjak dari uraian tersebut maka disusunlah kajian akademik dengan tema: Hubungan Pusat dan Daerah oleh Biro Pengkajian Konstitusi MPR-RI dan Pusat Pengembangan Otonomi Daerah Universitas Brawijaya. Dalam kajian akademik ini dirumuskan beberapa identifikasi permasalahan hukum (legal issue) antara lain (1) Bagaimana pengaturan ideal hubungan pusat dan daerah sesuai amanat yang tertuang dalam Undang-Undang Negara Republik Indonesia Tahun 1945 dan (2) Bagaimana kesesuaian dalam Undang-Undang Negara Republik Indonesia Tahun 1945 dengan penetapan Undang-Undang Nomor 1 Tahun 2022 tentang Hubungan Keuangan Pemerintah Pusat dan Pemerintahan Daerah (HKPD).
