Kerjasama antar pemerintah daerah merupakan suatu isu yang perlu diperhatikan pemerintah saat ini mengingat perannya dalam menentukan ketahanan negara, dan melihat begitu banyak masalah  dan  kebutuhan  masyarakat  di  daerah  yang  harus  diatasi  atau  dipenuhi  dengan melewati  batas-batas  wilayah  administratif.  Untuk  mensukseskan  kerjasama ini diperlukan identifikasi  isu-isu  strategis,  bentuk  atau  model kerjasama  yang  tepat,  dan  prinsip-prinsip yang  menuntun  keberhasilan  kerjasama  tersebut.

Mengingat  peran  strategis  yang  dimainkan Pemerintah Provinsi, Kabupaten Kota dalam sistem negara kesatuan ini, maka peningkatan peran dan kemampuan Pemerintah Daerah dalam mekanisme kerjasama ini, termasuk penyesuaian struktur dan fungsi kelembagaannya, harus menjadi agenda penting pemerintah di masa mendatang. Kerjasama   antar   Pemda   merupakan salah satu dari pilihan-pilihan yang dihadapi  Pemerintah  Daerah.

Tidak  semua  masalah  dan  pelayanan  di  daerah  harus diselesaikan  melalui  Kerjasama  antar  Pemda.  Hanya  masalah  dan  pelayanan  tertentu yang dipecahkan atau diselesaikan melalui kerjasama tersebut.

Untuk itu, dibutuhkan pertimbangan-pertimbangan tertentu. Cara yang efektif untuk menentukan kebutuhan tersebut   adalah   dengan   mempelajari   hakekat   permasalahan   yang   dihadapi   atau  kebutuhan  yang  dirasakan  dengan  menggunakan prinsip  “demand  driven”,  yaitu  (1)  apakah  suatu  masalah  tersebut  timbul dari  luar  wilayah  administratif Pemerintah Daerah  dan  telah  memberikan  dampak  yang  serius  ke  dalam  wilayah  administratif Pemerintah  Daerah  yang  bersangkutan,  atau  (2)  apakah  suatu  masalah  timbul dari dalam suatu wilayah administratif Pemerintah Daerah dan telah memberikan dampak yang  serius  keluar  wilayah  administratif  Pemerintah  Daerah  yang  lain.

Cara untuk  mengetahui dampak  tersebut  adalah  dengan  melakukan  survey,  kunjungan  lapangan secara langsung,   mendengar   berbagai   keluhan   warga   yang   terkena   dampak, melakukan Focus Froup Discussion dan penilaian terhadap keseriusan dampak tersebut.
