PPOTODA – Malang, bertempat di Hall Graha Keadilan (GK) Jl. Kembang Kertas IV Kav. 09, Sabtu 12 Maret 2022. Pemaparan materi hari pertama dalam rangkaian kegiatan Sekolah Riset Pengembangan yang diselenggarakan oleh Pusat Pengembangan Otonomi Daerah (PPOTODA) Fakultas Hukum Universitas Brawijaya. Kegiatan Sekolah Riset terdiri dari 3 (tiga) sesi yang focus pada aspek Penelitian/Riset di bidang Hukum.
Di hari pertama, sesi kedua Sekolah Riset Pengembangan diisi oleh Bahrul Ulum Annafi, salah satu Dosen Fakultas Hukum Universitas Barwijaya dengan menyajikan materi seputar Penelitian Hukum Sosio Legal atau Empiris.
Sesi kedua diikuti peserta dengan suasana yang santai dan jenaka. Salah satunya mencontohkan kasus kewajiban Helm pada kasus Dilan di tahun 1998 dan kewajiban Helm di tahun 2022.
Bahrul Ulum melanjutkan bahwa melakukan Penelitian Sosio Legal atau empiris harus ada garis merah yang jelas antara 3 identifikasi, yaitu identifikasi Fakta, Identifikasi Peraturan Perundang-Undangan, dan identifikasi Teori.
Hal ini dikarenakan kunci dari penelitian Sosio Legal/Empiris adalah Identifikasi awal (fakta) menjadi penting sebelum membahas identifikasi Peraturan Perundang-Undangan. Problem yang sering terjadi adalah melakukan penelitian sosio legal kadang tidak memperhatikan identifikasi Peraturan, kadang ada identifikasi fakta tapi tidak ada problem hukum.
