PPotoda.org, Jombang – Bertempat di ruang Suro Adiningrat Pemerintah Kabupaten Jombang Kepala Bagian Hukum Sekretariat Daerah Kabupaten Jombang A.M Nindy Agung S.H, MSi secara resmi membuka kegiatan Coaching Clinic: Perencanaan Pembentukan Produk Hukum Daerah yang diselenggarakan atas inisiasi Pusat Pengembangan Otonomi Daerah (PPOTODA) bekerjasama dengan Bagian Hukum Jombang, LPHP, Satukanal Riset dan Pengembangan serta Rumah Keadilan.
Dalam Sambutannya Kabag Hukum mengucapkan terima kasih dan mengapresisasi program Coaching Clinic karena sangat bermanfaat bagi seluruh OPD di lingkungan Pemerintah Kabupaten Jombang untuk merepon pembentukan regulasi baik berupa Peraturan Daerah ataupun Peraturan Kepala Daerah.
Terlebih pasca penetapan UU Cipta Kerja Daerah harus bersia psiaga menghadapi gelombang tsunami regulasi. Lebih lanjut dalam paparan pembua Ria Casmi Arrsa menyampaikan terimakasih karena program ini merupakan bentuk pelaksanaan Tri Dharma Perguruan Tinggi di bidang Pengabdian kepada masyarakat. Ada 5 (lima) daerah yang dipilih meliputi Kabupaten Kediri, Kabupaten Mojokerto, Kabupaten Madiun, Kabupaten Blitar dan Kota Probolinggo.
Dalam kegiatan Coaching Clinic bertindak sebagai narasumber Bahrul Ulum Annafi, Ladito Risang Bagaskoro, Ibnu Sam Widodo, dan Anindhita Purnama Ningtyas. Dalam paparannya para narasumber mengungkapkan bahwa kerangka regulasi dibangun harus diarahkan pada upaya pencapaian Visi dan Misi RPJMD. Adapun Visi Kabupoaten Jombang yaitu :“Bersama Mewujudkan Jombang yang Berkarakter dan Berdaya Saing.”
Berkarakter artinya Bahwa penyelenggaraan pemerintahan dan pembangunan daerah yang berorientasi pada pelayanan kepada masyarakat di kejujuran dan etos kerja sebagai pijakannya. Kepemimpinan yang jujur, amanah, dan tegas akan menjadi teladan bersama bagi masyarakat dalam menjalankan kehidupan sehari-hari baik di lingkungan sosial maupun lingkungan kerja.
Berdaya saing artinya Bahwa setiap kegiatan yang dilakukan dan setiap produk yang di hasilkan di Kab.Jombang dapat bersaing dengan baik pada level local,regional, nasional bahkan internasional.
- Misi 1: Mewujudkan Tata Kelola Pemerintahan yang Bersih dan Profesional, Misi Mewujudkan tata kelola pemerintahan yang bersih dan profesional merepresentasikan komitmen kuat pemerintah Kabupaten Jombang membangun kapasitasnya dalam menghadirkan kualitas penyelenggaraan pemerintahan dan pelayanan publik yang transparan, akuntabel dan partisipatif yang dibangun dengan nilai-nilai kejujuran sebagai karakter dasarnya.
- Misi 2: Mewujudkan Masyarakat Jombang yang Berkualitas, Religius, dan Berbudaya, Sebagai subyek pembangunan dibutuhkan ysumberdaya manusia ang berkualitas. SDM yang berkualitas dalam hal ini dipahami sebagai SDM yang memiliki derajat pendidikan yang baik dan berprestasi, SDM yang memiliki derajat kesehatan yang baik, SDM yang memiliki ketahanan dan kemampuan dalam memenuhi kebutuhannya, diposisikan dalam posisi yang berkeadilan, setara secara gender, dan produktif
- Misi 3: Meningkatkan Daya Saing Perekonomian Daerah Berbasis Kerakyatan, Potensi unggulan Lokal dan Industri, Kabupaten Jombang yang berdaya saing dalam pembangunan lima (5) tahun ke depan akan diwujudkan dengan peningkatan daya saing perekonomian daerah.
Perekonomian daerah yang dibangun adalah ekonomi daerah yang berbasis pada nilai kemanfaatan dan semangat keterlibatan ekonomi masyarakat sebagai rakyat untuk keadilan dan kesejahteraan masyarakaat. Perekonomian dikuatkan dengan memperhatikan dan mengembangkan secara optimal apa yang menjadi kekuatan dan potensi unggulan lokal Kabupaten Jombang.
Terdapat 6 (enam) tujuan pembangunan Meningkatkan Tata Kelola Pemerintahan yang Profesional, Akuntabel, Transparan dan Efektif serta Penyelenggaraan Layanan Publik yang Berkualitas, Meningkatkan Kualitas Sumber Daya Manusia (SDM), Meningkatkan Kualitas Lingkungan Hidup, Meningkatkan Kehidupan Masyarakat Jombang yang Religius dan Berbudaya, Menurunkan Tingkat Kemiskinan, dan Meningkatkan Daya Saing Ekonomi Daerah.
Berdasarkan visi-misi dan tujuan pembangunan diatas maka diharapkan daya dukung regulasi hadir agar dalam pelakasanaan pembangunan di Kabupaten Jombang aspek hukum/regulasi menjadi tumpuan sekaligus cita-cita terhadap keadilan, kepastian hukum dan kemanfaatan bagi masyarakat Kabupaten Jombang.
